Common struggle of locals and migrants in Ritsona refugee camp: A minoritarian breach can be transformed into a multinational majority fighting for justice

Μια μειοψηφική ρήξη μπορεί να μετατραπεί σε μια πολυεθνική πλειοψηφία αγώνα και δικαιοσύνης
Το παρακάτω κείμενο αποτελεί μια πολιτική σύνοψη της εμπειρίας συμμετοχής στον αγώνα των μεταναστευτικών κοινοτήτων του camp της Ριτσώνας. Οι μετανάστες/στριες απαίτησαν την καταβολή του cash card που δικαιούνται από την κυβέρνηση. Οι δράσεις τους εξελίσσονται σε μία συνθήκη τεράστιας φτώχειας και πείνας για χιλιάδες ανθρώπους, την οποία συνειδητά δημιουργούν το ελληνικό Κράτος και η Ευρωπαϊκή Ένωση.
Δυναμικές διαδηλώσεις με ανάλογα αιτήματα έγιναν τις τελευταίες βδομάδες και σε άλλα camp, όπως στο Μαλακάσα 1 και 2 (το δεύτερο πλέον έχει κλείσει), στη Θήβα, στα Οινόφυτα. Ο αγώνας αυτός για την καταβολή του cash, όπως και ο αγώνας για την ελεύθερη κίνηση στα σύνορα, συνεχίζεται, καθημερινά. Το cash card έχει αρχίσει πλέον να δίνεται σε κάποια άτομα.
Όλα ξεκίνησαν ως εξής. Τα μέλη της αφρικανικής κοινότητας στο camp (κυρίως από το Κονγκό και το Καμερούν) πήραν την απόφαση να αγωνιστούν για το ζήτημα που απασχολούσε όλους τους ανθρώπους του camp της Ριτσώνας και άλλων camp, δηλαδή το ζήτημα της καταβολής του οικονομικού επιδόματος (cash card) που η κυβέρνηση δεν καταβάλλει στους δικαιούχους εδώ και μήνες. Είναι χαρακτηριστικό πως ο manager του camp, λίγες μέρες πριν τη διαδήλωση, είχε υποσχεθεί σε μετανάστες/στριες που διαμαρτύρονταν ότι το επίδομα θα καταβαλλόταν 11 Δεκέμβρη, πράγμα που δεν έγινε. Το ποτήρι ξεχείλισε, και η διαδήλωση ήταν δεδομένο ότι θα συμβεί. Πέρα από αυτό, η αφρικανική κοινότητα είχε και άλλα αιτήματα, όπως η εγγραφή μη εγγεγραμμένων ατόμων στα μητρώα των παροχών του camp, το κλείσιμο ραντεβού στην υπηρεσία ασύλου ώστε να μπορούν οι μετανάστες/στριες, όπως δικαιούνται, να κάνουν αίτηση για άσυλο, η επίλυση προβλημάτων με το ρεύμα στο camp, κ.α. Μετά από κάλεσμά τους λοιπόν, πραγματοποιήσαμε μαζί με τα μέλη της αφρικανικής κοινότητας διαδήλωση στο camp, που κατέληξε στο μπλοκάρισμα της κυκλοφορίας του δρόμου μπροστά από το camp. Στην ίδια διαδήλωση, εργαζόμενοι του IOM εκδιώχτηκαν από το camp καθώς σε αυτούς προσωποποιήθηκε η οργή προς τον IOM, ο οποίος ήταν επί μήνες συνυπεύθυνος για τη διαχείριση του camp, μαζί με την κυβέρνηση, ο οποίος προκήρυξε το διαγωνισμό για το χτίσιμο των νέων τειχών γύρω από διάφορα camps για τη μετατροπή τους σε «κλειστές ελεγχόμενες δομές», και ο οποίος έχει πολλές φορές κοροϊδέψει με ψεύτικες υποσχέσεις τους μετανάστες. Φυσικά, κύριοι υπεύθυνοι για τον πόλεμο κατά των μεταναστών παραμένουν το ελληνικό κράτος και η Ευρωπαϊκή Ένωση.
Μετά τη δυναμική διαδήλωση το μεσημέρι, από την οποία δεν έλειψε η παρουσία της αστυνομίας και οι ψεύτικες υποσχέσεις της με σκοπό το τέλος του αγώνα, το βράδυ της ίδιας μέρας αποφασίστηκε γενική συνέλευση διαφόρων ατόμων και εκπροσώπων των μεταναστευτικών κοινοτήτων του camp, στην οποία καλεστήκαμε και συμμετείχαμε. Ήταν μια μαζική συνέλευση, που την παρακολούθησαν λιγότερο ή περισσότερο πάνω από 100 άτομα. Σε αυτή τη συνέλευση μετανάστες/στριες όλων των διαφορετικών εθνοτήτων από χώρες της Αφρικής και της Μέσης Ανατολής, αποφάσισαν από κοινού, μετά από πρόταση των μελών της αφρικανικής κοινότητας, το μπλοκάρισμα του άθλιου φαγητού που διανέμεται στο camp (το οποίο προκαλεί κυριολεκτικά αρρώστιες) και τη διεκδίκηση της καταβολής του οικονομικού επιδόματος. Δεν έλειψαν οι διαφωνίες από αυτή τη μαζική συνέλευση, παρ’όλα αυτά στο τέλος άνθρωποι διαφορετικών εθνοτήτων και κοινοτήτων αγκαλιάζονταν. Ήταν μια πολύ συγκινητική στιγμή που ήρθε ως επιστέγασμα αυτής της πολύ έντονης μέρας αγώνα.
Το επόμενο πρωί, κατά της 8πμ, μαζί με μετανάστες/στριες όλων των κοινοτήτων μπλοκάραμε τη διανομή του άθλιου φαγητού, απαιτώντας την καταβολή του οικονομικού επιδόματος. Η απάντηση του manager του camp και του IOM ήταν άμεση και εκβιαστική. Αρχικά, σε κλειστή συνεδρίαση με εκπροσώπους των μεταναστευτικών κοινοτήτων, δήλωσαν πως το μόνο που έχουν να κάνουν οι μετανάστες/στριες, «αν δεν τους αρέσει εδώ», είναι να ακολουθήσουν τη διαδικασία «εθελούσιας επιστροφής» του IOM, να γυρίσουν δηλαδή από εκεί που ήρθαν. Είναι γνωστό πως η συγκεκριμένη διαδικασία αποτελεί, σε ένα επιβαλλόμενο καθεστώς ασφυκτικού εκβιασμού, ένα είδος μασκαρεμένης απέλασης. Μάλιστα, υπάρχουν περιπτώσεις, όπως μάθαμε από μετανάστες/στριες του camp, όπου άνθρωποι σε άσχημη ψυχική κατάσταση «υπογράφουν» χωρίς οι ίδιοι/ οι ίδιες να το γνωρίζουν, πως θέλουν να επιστρέψουν στη χώρα τους. Παράλληλα, ο IOM είπε σε μετανάστες/στριες ότι τις επόμενες μέρες θα ξεκινήσει η διαδικασία καταγραφής τους μέσα στο camp, υπονοώντας ότι οι μη τυπικά εγγεγραμμένοι θα εκδιωχτούν βία, καθώς θα επιταχυνθεί η μετατροπή του camp της Ριτσώνας σε «κλειστή ελεγχόμενη δομή», όπως συνέβη και σε άλλα camps (με κορυφαίο το πολυδιαφημισμένο παράδειγμα της νέας high tech φυλακής-στρατοπέδου συγκέντρωσης της Σάμου).
Ωστόσο, αυτή η πρώτη απάντηση του IOM (που βρίσκεται, παρά τις όποιες διαφωνίες του, σε διαρκή επικοινωνία με το Υπουργείο Μετανάστευσης και Ασύλου), και δευτερευόντως του manager του camp, έπεσε στο κενό. Για αυτό ο IOM επανήλθε γρήγορα με δεύτερη πρόταση. Τις αμέσως επόμενες μέρες, ο IOM υποσχέθηκε την εγγραφή των μη εγγεγραμμένων στα μητρώα του camp και των παροχών, πράγμα που αφορούσε σε μεγάλο βαθμό όσους και όσες από την αφρικανική κοινότητα είχαν διαδηλώσει και είχαν την εγγραφή τους ως ένα βασικό αίτημα. Επιπλέον, ο IOM υποσχέθηκε να κλείσει ραντεβού για την υπηρεσία ασύλου σε μετανάστες/στριες που επίσης το ζητούσαν, από την αφρικανική κοινότητα και άλλες κοινότητες. Βλέπουμε λοιπόν ότι ο IOM, ξεκινώντας από το ρόλο του «κακού» μπάτσου μετέβη γρήγορα στο ρόλο του «καλού» μπάτσου, ή καλύτερα, στο ρόλο των προνοιακών παροχών στον οποίο μας έχει τους τελευταίους μήνες συνηθίσει.
Ένα πρώτο συμπέρασμα που βγαίνει από τα παραπάνω, είναι το εξής: μια αφρικανική μειοψηφία έκανε μια ρήξη στην καθημερινότητα του camp, στρεφόμενη ενάντια σε όλους αυτούς τους θεσμικούς παράγοντες που την κορόιδεψαν μες στα μούτρα. Έπειτα, ο αγώνας αυτός βρήκε υποστήριξη από όλες τις μεταναστευτικές κοινότητες του camp, περνώντας από τη μειοψηφία στη πλειοψηφία, μετά από κοινή συνέλευση και συνεχίζοντας τις δυναμικές δράσεις. Τελικά, το δικέφαλο αστυνομικο-«ανθρωπιστικό» Κράτος απάντησε με απειλές (μικρή παρουσία της αστυνομίας, έντονη παρέμβαση του ΙΟΜ), και κυρίως με την υπόσχεση της ικανοποίησης των μικρότερων αιτημάτων των μεταναστών, και όχι του βασικού τους αιτήματος. Έτσι λοιπόν, με αυτόν τον τακτικό ελιγμό, το ελληνικό Κράτος και η Ευρωπαική Ένωση επιδιώκουν να συνεχίσουν την υλοποίηση του σχεδίου τους: μετατροπή των «ανοιχτών camp» σε «κλειστές ελεγχόμενες δομές», περικοπή αν όχι διακοπή του οικονομικού επιδόματος και της νομικής προστασίας που παρείχαν διάφορες ΜΚΟ και άλλοι φορείς, νέοι ρατσιστικοί νόμοι που δυσχεραίνουν τη διαδικασία ασύλου, μεγαλύτερη θωράκιση του Έβρου, κυνική νομιμοποίηση των (παράνομων) επαναπροωθήσεων-pushbacks, παρανομοποίηση της εργασίας.
Δεν είναι τυχαίοι που οι «φορείς» παροτρύνουν τους μετανάστες και τις μετανάστριες, μέσα και έξω από τα camps, αφού δεν θα έχουν το οικονομικό επίδομα (που δικαιούνται) να πάνε να δουλέψουν σχεδόν τζάμπα σε κανά χωράφι, ή να ψαχτούν με τα προγράμματα πάρα πολύ υποτιμημένης εργασίας που προσφέρουν διάφορες ΜΚΟ μέσα στην Αθήνα.
Ο αγώνας για λεφτά, τροφή, στέγαση, υγεία, εκπαίδευση, και πάνω από όλα ελευθερία, συνεχίζεται. Στα σύνορα, στα camps, στις πόλεις. Το σχέδιο της Ελλάδας και της Ευρωπαϊκής Ένωσης, παρά τις μεταξύ τους τακτικές διαφωνίες, είναι σαφές: όλο και πιο ψηλά τα τείχη, όλο και πιο χαμηλά ο μισθός. Ο αντιμεταναστευτικός τους πόλεμος έχει και τις δύο όψεις: συνοριακές δολοφονίες, εγκλεισμός και έλεγχος εγγυώνται την ικανότητα των «θεσμών» να «αξιολογούν» τα πλήθη που αξίζουν να πεθάνουν και τα πλήθη που αξίζει να σωθούν, ώστε κάποιοι/ες μετανάστες/στριες να απελαθούν ή εξοντωθούν, και κάποιοι/ες να αξιοποιηθούν ως εργασιακή δύναμη.
Άλλωστε, όπως μαθαίνουμε, το νέο camp της Σάμου θα χρηματοδοτηθεί εν μέρει από το ευρωπαικό ταμείο ανάκαμψης από τον Covid-19! Όταν ο έλληνας επίτροπος «για τη προώθηση του ευρωπαικού τρόπου ζωής», Σχοινάς, έκοβε στην Κώ και αλλού τις κορδέλες των νέων «κλειστών ελεγχόμενων δομών», μάλλον εννοούσαν κάτι τέτοιο: ότι η «μεγάλη επανεκκίνηση» μετά την πανδημία, θα σημάνει τη «προώθηση του ευρωπαϊκού τρόπου ζωής» με τη μορφή του Camp και της εξευτελιστικής Εργασίας, ως εκείνους τους δύο πυλώνες πάνω στους οποίους θα στηριχτεί η «ανάκαμψη της οικονομίας».
Γιατί γνωρίζουμε καλά, ειδικά μετά τις αστυνομικές δολοφονίες μεταναστών/στριών στον Έβρο το 2020 και το κρατικό lockdown της ίδιας χρονιάς, ότι ο αντιμεταναστευτικός πόλεμος αποτελεί μια κορυφαία στιγμή του ευρύτερου κοινωνικού πολέμου πάνω σε κάθε «άτακτο πληθυσμό», δηλαδή ενάντια και σε μεγάλο κομμάτι ντόπιου φτωχοποιημένου πληθυσμού, ενάντια και σε εμάς. Άλλωστε, είναι πλέον γνωστό ότι το ελληνικό Κράτος πήρε συνειδητά την επιλογή να μην προωθήσει ένα σύστημα υγείας χωρίς αποκλεισμούς εν μέσω πανδημίας, παίρνοντας στο λαιμό του χιλιάδες ανθρώπους που πέθαναν και πεθαίνουν από Covid-19 και άλλα νοσήματα, διαπράττοντας δηλαδή συνειδητά, όπως και στα σύνορα, χιλιάδες «στατιστικές» δολοφονίες. Γνωρίζουμε, επιπλέον, καλά ότι το ελληνικό Κράτος και η Ευρωπαϊκή Ένωση ετοιμάζουν τα νέα τους όπλα και τη νέα τους προπαγάνδα στον κοινωνικό πόλεμο των επόμενων χρόνων, επενδύοντας σε μέσα και δομές καταστολής . Γνωρίζουμε, τέλος, καλά ότι η κίνηση του πολυεθνικού πληθυσμού, οι ανάγκες και επιθυμίες του, η δίψα του για κοινωνική δικαιοσύνη, δεν μπορεί να ανακοπεί ολοκληρωτικά από κανένα lockdown, από κανέναν φράχτη και από κανένα υπερσύγχρονο στρατόπεδο συγκέντρωσης.
Στον πρόσφατο αγώνα της Ριτσώνας, εμείς είδαμε μια κατά τη γνώμη μας μικρογραφία της αναταραχής στην οποία βρίσκεται ο πλανήτης αυτή τη στιγμή. Μια μειοψηφία αγώνα της μίας ή της άλλης εθνότητας, μπορεί να γενικευτεί σε μια πολυεθνική πλειοψηφία αγώνα και δικαιοσύνης, στη βάση των κοινών της συμφερόντων, αναγκών και επιθυμιών.
Εδώ θα είμαστε, να το δούμε όλο αυτό να γίνει πραγματικότητα.
On the recent struggle for obtaining the cash card in Ritsona

The preceding text is a political summary of our experience when participating in the fight of the migrant communities of the Ritsona camp, for obtaining the cash card from the government, in a condition of outmost poverty and hunger for thousand of people, which was intentionally created by the Greek State and the European Union.
The preceding text is a political summary of our experience when participating in the fight of the migrant communities of the Ritsona camp. The migrants demanded the publication of the cash card subsidy from the government. Their actions are situated in conditions where thousands of people live in outmost poverty and hunger, all intentionally created by the Greek state and the European Union.
Powerful demonstrations with similar demands transpired the past few weeks also in other camps like that in Malakasa 1 and 2 (which is now closed), in Thiva, in Oinofyta. This struggle along with the struggle for freedom of movement at the borders continues day by day. Some migrants hve recently recently the cash card.
Everything started when the members of the African community in the camp (mainly Congo and Cameroon) decided to fight for the issue that concerned everyone in the Ritsona and the other camps. That is, the issue of receiving the cash card subsidy which the government hasn’t provided to the beneficiaries for months. The manager of the camp, several days before the demonstration, had promised to the protesting immigrants that the subsidy should have been given by the 11th of December. Of course, this never happened. Beside this, the African community had additional demands, like the registration of non-registered individuals at the registers of the providers of the camp; the booking of a date in the asylum service in order for the immigrants to apply for an asylum (as they are entitled to); several issues with the electricity in the camp; and so on. After their call for demonstration, we demonstrated along with the members of the African community of the camp, the endpoint of which was blocking the traffic in the road outside the camp. In the same demonstration, employees of IOM were thrown out of the camp because they were perceived as personifications of IOM. The rage against IOM was the result of it being co-responsible along with the government for the managing the camp; open calls for proposals on how to build new walls around the camps and transform them to “closed control structures”; and for lying in order to fool the immigrants by providing false promises. Of course, the main culprits for the war against migrants still remain the Greek state and the European Union.
During the demonstration, the police were present and were giving false promises in order to stop our fight. After, the powerful demonstration a general assembly was decided by different individuals and representatives of the migrant communities of the camp, for which we were invited and participated. There was a massive assembly with 100 participants more or less. In the assembly migrants of all the different nationalities of the African and Middle Eastern countries decided collectively, after the proposal made by the African community, to block the disgusting food that is distributed in the camp (that literally induces sicknesses) and demand the obtainment of the economic subsidy. While the deliberation process brought also disagreement, in the end people of different nationalities and communities were found hugging each other. It was a truly motivating moment, that came as a natural outcome of this really intense day of struggle.
The next morning, around 8 p.m., along with migrants of all the communities we be block the distribution of the disgusting food demanding the obtainment of the economic subsidy. The response of the manger of the camp and of IOM was direct and blackmailing. First, in a closed communication with the representatives of the migrant communities, IOM and the camp manager declared that the only thing that migrants can do “if they don’t like it here” is to follow the process of “voluntary return” of IOM. In short, according to IOM, they can return to where they came from. It is well known by now, that this particular process, in a condition of suffocating blackmailing, is a form of masked deportation. Even worst, we were informed that there were cases where people of bad mental condition “sign” papers to return to their countries without knowing it. Second, IOM said to the migrants that the next few days the registration process inside the camp will initiate. What this implied however, was that the non-formally registered people will be expelled by force because the transformation of the Ritsona camp to a “closed controlled structure” will happen earlier than anticipated – as happened to other camps with the most exemplary case being the much advertised, new high-tech, prison/concentration camp of Samos.
However, this first response of the IOM (which maintains continuous communications with the Ministry of Migration and Asylum despite its alleged disagreements), and secondly the response of the camp manager, hit a wall. That is the reason why the IOM hastily came back with another proposal. The next few days, the IOM promised the registration of the non-registered to the camp registries and the providers, which mostly concerned those from the African community who had demonstrated demanding the registry among other things. Additionally, the IOM promised to book an appointment with the Asylum Service to the migrants from the African communities and others who asked it. We see therefore, that while the IOM was initially the “bad cop” it quickly turned into the “good cop” or better played the role of the beneficiary provider to which it remains the past months.
A first conclusion drawn from the above is the following: an African minority breached the everyday life of the camp, turning against all those institutional agents who lied at its face. Afterwards, this struggle was backed up by all the migrant communities of the camp, turning from a minority to a majority having first undergone a process of collective deliberation. In the end, the two-headed police-humanitarian State responded with threats (small police presence, intense intervention of the IOM), and mostly with the promise of satisfying the smaller demands of the migrants and not their basic one. With this regular maneuvering the Greek State and the European Union seek to continue their plans: transformation of the “open camps” to “closed controlled structures”; reductions if not cancellation of the economic subsidy and the legal protection provided by several NGOs and other agents; new racist laws that make the asylum even more difficult; bigger fortification of Evros; cynical legalization of (illegal) pushbacks; illegalization of work. It is not an accident that the “agents” encourage immigrants inside and outside of the camps to work in the land sector almost for free or search for the programs of underpaid labor that several NGOs are offering in Athens, since they have not receive the economic subsidy (that they are entitled to).
The struggle for money, food, housing, health, education, and most importantly about freedom continues. In the boarders, the camps, the cities. The plan of Greece and European Union, despite their tactical differences, is crystal clear: higher walls, lower wages. Their anti-migration war has both sides of the coin: The facts of murdering at the boarders, imprisonment and control guarantee the capacity of the “institutions” to “evaluate” the masses that deserve to die and those that deserve to live.
As we are informed the new Samos camp will be financed partly by the European repository for the recovery from Covid-19! When the Greek commissioner “for the advancement of the European way of life”, Schinas, was cutting the ribbons introducing the new “closed controlled structures” in Kos, the underlying implication was something of the following: the “great reboot” after the pandemic, will signal the “advancement of the European life” in the form of the camp and the degrading labor, as those two pillars upon which the “recovery of the economy” will be based”.
We are well aware, especially after the migrant murders by the police in Evros and the state lockdown in 2020, that the anti-migration war is the principal moment of the wider social war against each “irregular population”; against a significant portion of the native impoverished population; in the end against us. Besides, it is well known that the Greek State consciously decided to avoid implementing a system of health without exclusions during the pandemic, that lead to thousands of deaths out of Covid-19 and other diseases, committing as a result intentionally, analogously to the boarders, thousands of “statistical” murders. We know well that the Greek State and the European Union prepare their new weapons and their new propaganda for the social war of the following years, investing on means and structures of oppression. Finally, we know well that the movement of the multinational population, their needs and desires, their thirst for social justice cannot be ultimately stopped by any lockdown, fence, or high-tech concentration camp. In the recent struggle of Ritsona, we saw a minimized version of the unrest that the whole planet is experiencing. A minority of struggle of different ethnical background can be generalized to a multinational majority of struggle for justice in the basis of their common interests, needs and desires.
We will be there to see this becoming a reality.
